Japan panel recommends common trade system with South Korea
TOKYO - Japan should start building a common trade and investment system with South Korea as the first step toward a cohesive Asian market, an Economic Council subcommittee recommended Tuesday.
An Asian market similar to NAFTA (the North American Free Trade Agreement) may be worth considering in the future, said the globalization subcommittee. As an initial step, Japan should conclude various agreements with South Korea including one on investment. Japan and South Korea should also standardize patent and other protocols.
Regarding foreign labor, it said: ''Japan should welcome foreign professionals and technology workers, but accepting other foreign labor must be considered in light of the domestic employment situation.'' The question of unskilled labor ''needs careful examination,'' it said.
The recommendations will be reflected in a 10-year economic plan to be issued by the council on Monday.
