As the gulf between the haves and have-nots widens and social protests increase, China may be assumed to be heading for another revolution. This cannot happen, however: an us-against-them situation is impossible in a country where everyone is against everyone else. Any threat to the Communist Party can only come from within. Beijing's great Hong Kong experiment
As China becomes more urbanized, the cities will become a crucible for possible revolution. To forestall this, democratic reforms are necessary. But the timing and the mechanics of the transition to democracy are critical, and to this end Hong Kong must serve as Beijing's laboratory for the political transformation of Greater China.
